Democratic Caucus Chair Elena Parent Introduces Resolution to Ban Off-Cycle Redistricting


SR 558 would amend the Georgia Constitution to prevent state lawmakers from redrawing General Assembly and congressional districts outside of the U.S. census


The Georgia Constitution currently lacks any restraints on when state lawmakers can redraw maps, allowing for off-cycle gerrymandering


Atlanta, Ga. — Senate Democratic Caucus Chair Elena Parent (D-Decatur) introduced Senate Resolution 558 to stop Republicans from rigging Georgia’s electoral map to hold onto power. The resolution was cosponsored by Senate Minority Leader Harold Jones II (D-Atlanta), Senate Minority Whip Kim Jackson (D-Atlanta), Caucus Vice Chair Sonya Halpern (D-Atlanta), and Senator Nikki Merritt (D-Grayson).


“Republicans are using off-cycle redistricting around the country to rig the game after massive Democratic wins throughout 2025,” Senator Parent said. “SR 558 lets the people decide whether Georgia should stop this ridiculous practice that could destroy responsive government. Look at the record of our gerrymander-powered Republican majorities. A housing crisis, astronomical health insurance premiums, skyrocketing utility costs, and budget busting grocery bills. Republicans know voters are fed up with their unpopular agenda and are turning to winning elections through gerrymandering.”


SR 558 proposes an amendment to the Constitution that: 


  • Prohibits changes to the apportionment and districts of the General Assembly and Congress that don’t occur during the first odd-numbered year subsequent to each United States decennial census (2031, 2041, etc.)


  • Allows for additional changes outside of this period but only when necessary to comply with a court order


Background 


Traditionally, General Assembly and congressional district maps are redrawn every 10 years to reflect the population changes found during the U.S. Census. In 2025, multiple Republican states around the country began redrawing their state maps to increase their political representation.


The Georgia constitution currently doesn’t explicitly ban off-cycle redistricting, allowing lawmakers to alter maps on partisan grounds outside the normal census redistricting process.
